30 марта, ректор, профессор Курского государственного университета  В.А. Лазаренко  принял участие в заседании Совета ректоров медицинских и фармацевтических вузов России.  В совещании, проходившем  в режиме видеоконференцсвязи, участвовал Министр здравоохранения РФ  М.А. Мурашко.

Темой заседания стало развитие науки в медицинских университетах, вопросы интеграции с научными институтами РАН.

Были обсуждены такие вопросы, как: «Об академической кооперации институтов РАН и университетов» – академик-секретарь Отделения медицинских наук РАН, научный руководитель ФГБУ «ЦНИИОИЗ» Минздрава России, академик РАН Владимир Стародубов; «Подготовка молодых ученых в кооперации с РАН» – ректор ФГАОУ ВО РНИМУ им. Н.И. Пирогова Минздрава России, академик РАН Сергей Лукьянов; «Эффективная кооперация университета с научным центром РАН» – и.о. ректора ФГБОУ ВО «Сибирский государственный медицинский университет» Минздрава России Евгений Куликов; «Создание научного центра мирового уровня «Цифровой биодизайн и персонализированное здравоохранение»» – первый проректор ФГАОУ ВО ПМГМУ им. И.М. Сеченова Минздрава России, член-корреспондент РАН.

Общее собрание Совета ректоров медицинских и фармацевтических высших учебных заведений констатировало, что одним из приоритетных направлений развития медицинской науки является взаимодействие образовательных организаций высшего образования и институтов РАН. В качестве основных направлений сотрудничества обозначены подготовка молодых ученых в кооперации с РАН и развитие перспективных научных направлений в соответствии с целями и задачами «Программы фундаментальных научных исследований на долгосрочный период (2021- 2030 годы)».

Способность медицинских университетов осуществлять эффективную кооперацию с научными институтами РАН – это залог успеха в координации и выполнении фундаментальных и поисковых медицинских научных исследований, с учетом основополагающих направлений, принципов и приоритетов государственной политики, установленных документами стратегического планирования, определяющими социально-экономическое и научно-технологическое развитие Российской Федерации.

Совет принял решение:

- считать работу по развитию научной кооперации высших медицинских учебных заведений и институтов РАН приоритетным видом деятельности;

- активно внедрять результаты исследований приоритетных направлений медицинской науки, усилив научную кооперацию высшего образования с научными и научно-образовательными центрами в регионах и реальным сектором экономики;

- представить в Министерство здравоохранения Российской Федерации предложения об увеличении финансирования научных исследований, выполняемых медицинскими вузами в рамках государственного задания, с учётом их ранжирования в «Федеральной системе мониторинга результативности научной деятельности организаций»;

- постоянно и системно проводить работу по трудоустройству молодых ученых в медицинских вузах путем привлечения наиболее активных в целевую аспирантуру и выделением внутривузовских научных грантов по наиболее перспективным направлениям медицинской науки;

- для повышения эффективности формирования системы сбалансированной подготовки научных кадров и повышения их конкурентоспособности на мировом уровне рассмотреть возможность привлечение членов академического сообщества РАН в работу Попечительских и Наблюдательных советов вузов.

Руководство Курского государственного медицинского университета всецело поддерживает пункты принятого решения и готово приложить усилия для реализации поставленных задач, принять участие в инициируемых Советом проектах.

RECTOR OF KSMU TOOK PART IN THE BOARD MEETING OF RECTORS OF RUSSIAN MEDICAL AND PHARMACEUTICAL UNIVERSITIES

On March 30, Rector of Kursk State Medical University V.A. Lazarenko took part in the board meeting of Rectors of Russian Medical and Pharmaceutical Universities. The meeting, which was held in the videoconference mode, was attended by the Minister of Health of the Russian Federation M.A. Murashko.

The topic of the meeting was the development of science at medical universities, issues of integration with scientific institutes of the Russian Academy of Sciences.

The following issues were discussed: “On Academic Cooperation Between RAS Institutes and Universities” - Academician-Secretary of the RAS Medical Science Department, Scientific Director of the Federal State Budgetary Institution “Central Research Institute for Health Care Organization and Informatization" of the Ministry of Health of Russia, RAS Academician Vladimir Starodubov; "Training of Young Scientists in Cooperation with the Russian Academy of Sciences" - Rector of the Federal State Independent Educational Institution of Higher Education "Russian National Research Medical University named after N.I. Pirogov" of the Ministry of Health of Russia, Academician of the Russian Academy of Sciences Sergei Lukyanov; "Effective Cooperation of the University with the Scientific Center of the Russian Academy of Sciences" - acting Rector of the Federal State Budgetary Educational Establishment "Siberian State Medical University" of the Ministry of Health of Russia Evgeny Kulikov; "Creation of a World-class Scientific Center "Digital Biodesign and Personalized Healthcare"" - First Vice-Rector of Federal State Independent Educational Institution of Higher Education First Moscow State Medical University named after I.M. Sechenov of the Ministry of Health of Russia, Corresponding Member of the Russian Academy of Sciences.

The general board meeting of Rectors of Medical and Pharmaceutical Higher Educational Institutions stated that one of the priority directions in the development of medical science is the interaction of educational establishments of higher education and institutes of the Russian Academy of Sciences. The main directions of cooperation are the training of young scientists in cooperation with the Russian Academy of Sciences and the development of promising scientific areas in accordance with the goals and objectives of the "Program of Fundamental Scientific Research for the Long Term (2021-2030)".

The ability of medical universities to carry out effective cooperation with scientific institutes of the Russian Academy of Sciences is the key to success in the coordination and implementation of fundamental and exploratory medical research, taking into account prevailing directions, principles and priorities of state policy established by strategic planning documents that determine socio-economic, scientific and technological development of the Russian Federation.

The Board agreed:

- to consider the work on the development of scientific cooperation of higher medical educational establishments and institutes of the Russian Academy of Sciences a priority type of activity;

- to actively implement the results of research in priority areas of medical science, strengthening the scientific cooperation of higher education with scientific and Research and Educational Centers in the regions and the real sector of economics;

- to submit to the Ministry of Health of the Russian Federation proposals to increase funding for scientific research carried out by medical universities within the framework of the state assignment, taking into account their ranking in the "Federal System for Monitoring the Effectiveness of Scientific Activity of Organizations";

- constantly and systematically carry out work on the employment of young scientists in medical universities by attracting the most active to targeted postgraduate studies and the allocation of intra-university scientific grants in the most promising areas of medical science;

- to increase the efficiency of the formation of a balanced training system for scientific personnel and increase their competitiveness at the world level, consider the possibility of attracting members of the academic community of the Russian Academy of Sciences to the work of the Board of Trustees and Supervisory Boards of universities.

The leadership of Kursk State Medical University fully supports the points of the decision made and is ready to make efforts to implement the tasks set and take part in projects initiated by the Board.
